I don't think you look frumpy at all. I can see why you think that, because its not as colorful or adventurous as your outfits, but very nice none the less.
I really like how the belt matches your skirt and your shoes.
I think that a shortening the skirt or wearing it with heels instead of boots would make it a little more your usual style.
